feat(iwsdk): add MPFB radial pulse interaction evidence - #798

Summary

• add a deterministic IWSDK radial-pulse interaction against the real MPFB patient rig
• pose the patient's right wrist for consented presentation and attach the target to wrist.R
• add a reproducible canvas-video capture command with fail-closed humanoid and evidence assertions
• publish the reviewed eight-second VP9 evidence clip, poster, report, and bounded license decision

Promotion boundary

This PR clears the rendered evidence for publication under the repository's existing component license records and UUID-specific mhair02 operator assumption. It does not flip the source humanoid's promotionGates and makes no physical Quest, clinical-validity, scoring, learner-readiness, or production-readiness claim.
